  • Katsina adopts bottom-up approach for 2026 budgeting

    Like Delta, Katsina State Government has organised a town hall meeting across the 361 wards in the state to assess community needs and gather citizens’ inputs for the 2026 budget.

    The town hall meeting was inaugurated on Thursday at Kankara Local Government Area (LGA),by the Deputy Governor, Alhaji Faruq Lawal-Jobe.

    Nigerian Anchor reports that the current administration in Delta state had adopted similar bottom-up approach to get the buy-in of citizens in the annual budget plan.

    In a speech at the event, Katsina deputy governor said the initiative, approved was  part of the state’s preparation for the formulation of the 2026 budget .

    “This event marks a significant milestone that reaffirms the government’s  commitment to inclusive governance, citizen participation, and Community-Driven Development (CDD).

    “Gov. Dikko Radda’s administration believes that the best ideas for development often comes from the people as they live with the realities we seek to transform.

    “The town hall meeting taking place in all the 361 wards in the state represents more than just a consultation, it is part  of a broader vision to deepen democratic governance, promote accountability, and ensure that our budget reflects the actual needs of our communities.

    “We are here to listen and to collaborate towards building a stronger, as well as a virile Katsina State together,” according to the deputy governor,” he said.

    Lawal-Jobe  further explained that the initiative, jointly implemented by the state’s Ministry of Budget and Economic Planning and the Community Development Programme ( CDP,), was a deliberate policy designed to bring government closer to the people and improve  service delivery to the citizens.

    According to him, the policy will give the residents the platform to voice their challenges, outline their priorities and suggest workable solutions.

    He pointed out that through the approach, they were  implementing the core principles of CDD by empowering the people to actively participate in shaping the interventions that affect their lives.

    The deputy governor added that in so doing, they were  also fulfilling their obligations under the Open Government Partnership (OGP), and reinforcing their transparency and accountability frameworks.

    In his remarks, the state’s Commissioner for Budget and Economic Planning, Alhaji Anas Malik, said the process was not just another meeting, but a strategic shift in the way they plan and budget.

    He added, “For too long, budgets were drawn  up with minimal consultation with the very people they are meant to serve.

    “But today, we’re changing that narrative. We’re here because we believe the voices of our citizens matter.

    “We believe that development must begin at the grassroots, and we believe that for any budget to be effective, it must reflect the real priorities of the people.

    “The exercise will also help us differentiate between what the local government should address, what the state government should prioritise, and what should be escalated to the Federal government or development partners.”

    “We are also working closely with Local Government Councils, CSOs, traditional institutions, and the media to ensure transparency and accountability throughout the process,” he said.

    Earlier, the Coordinator of the CDP, Dr Kamaludeen Kabir, said that the meeting across all wards of the state was as a result of Radda’s unwavering belief in participatory democracy and CDD.

    “This initiative did not just happen by chance, it is a bold policy decision by a governor who believes that development must begin with the people, and that communities must define their own priorities.

    “His Excellency deserves our collective commendation for bringing this idea to life and institutionalising it as part of the state’s budgeting process,” Kabir said.

    He told the participants that the 2026 budget would  be shaped by their priorities, challenges, and aspirations, from water to education, roads to markets, health centres to livelihood opportunities.

    Katsina begins GDP survey to gauge economic performance

    The Katsina State Government, has flagged off the process towards the conduct of the State’s Gross Domestic Product (SGDP) survey to gauge the state economic performance.

    Gov. Dikko Radda, announced this in Katsina on Tuesday, at the opening of a 5-day training for the project enumerators, supervisors and other stakeholders.

    Represented by Alhaji Ibrahim Mu’azu-Safana, Permanent Secretary Ministry of Budget and Economic Planning, Radda said that the exercise would provide insights into the performance of the state’s economy.

    This he said include the contribution of various stakeholders, the growth rate of the state’s  GDP, and the challenges needed to be addressed.

    ”It is salient that we have a metric for measuring overall economic activities in the state. The one that is often used by National and Sub-national is the GDP.

    ”That is why we are here to flag off the implementation of the state GDP,” the governor said.

    He reiterated that the computed state GDP that would be produced at the end of the activities would be used in making informed fiscal reforms and evidence-based development plans.

    The governor noted that the Medium Term Expenditure Framework (MTEF), was based on some macroeconomic assumptions, which include the GDP and inflation.

    ”I charged the state’s Bureau of Statistics to work on the state-level inflation statistics. These two vital statistics shall be released timely to aid implementable economic planning in Katsina.

    ”We have started witnessing the fruits of our collective labour, as food insecurity is continually diminishing, and prices of produce are crashing.

    ”We will not relent until we ensure that access to affordable food is achieved by all and sundry in the state.

    ”Let me assure you without equivocation that the security improvement recorded in the state will be sustained to serve as an impetus that will drive investment,” he also said.

    Radda revealed that the wisdom behind the establishment of the Katsina State Development Enterprises (KASEDA) was to transform MSMEs, in terms of capacity building and provision of supportive capital.

    ”I hope that all the more than 500,000 registered enterprises in the state will benefit from one intervention or the other without recourse to party politics.

    ”Similarly, my administration has placed a premium on Agriculture consistent with what is often described as an agrarian state,” he added.

    Earlier, the state’s Commissioner of Budget and Economic Planning, Alhaji Malik Anas, said that the survey was a crucial step towards understanding the economic landscape of the state and identifying areas for growth and development.

    Anas, represented by Alhaji Sa’idu Danrimi, a Director in the ministry, said that as the state strive to build a more prosperous and equitable society, it was essential to have accurate and reliable data to inform a decision.

    ”It will also provide the required macro-economic assumptions for the ongoing government reforms, including MTEF, MTSS and the entire budget process,” he said.

    Anas commended the effort of the state governor and the state’s Statistician General, Prof. Saifullahi Sani-Ibrahim for working tirelessly to design and implement the survey.

    In his remarks, the state’s Statistician, Prof. Saifullahi Sani-Ibrahim, said the main exercise was expected to commence across the state on March 24, 2025.

    According to him, it has been the dream of the governor to see that all data that have been lacking in the state and will stand the test of time are generated.

    Katsina Gov Radda rejigs cabinet

    It is almost midterm and Governor Dikko Radda of Katsina State joins state executives rejigging the cabinet as he reshuffles the State Executive Council on Monday.

    He gave the reason for the cabinet reshuffle as the need to ensure optimum performance of the administration’s ‘Building Your Future’ agenda.

    His decision was contained in a statement by the Chief Press Secretary to the governor, Ibrahim Kaula-Mohammed.

    According Malam Kaula-Mohammed, one of the newly appointed commissioners, Alhaji Malik Anas, would now head the Ministry of Budget and Economic Planning.

    The new commissioner holds a Masters of Business Administration of the Bayero University, Kano, and former Accountant-General of Katsina State.

    Alhaji Bello Kagara, the former Commissioner for Budget and Economic Planning, is now the Commissioner for Finance.

    Also, Alhaji Bashir Tanimu, who previously served as Finance Commissioner, has been reassigned to the Ministry of Local Government and Chieftaincy Affairs.

    Alhaji Yusuf Rabi’u-Jirdede has been deployed from the Ministry of Special Duties to the Ministry of Commerce, Trade and Investment.

    The cabinet makeover also saw Alhaji Adnan Nahabu being moved from the Ministry of Commerce, Trade and Investment to the Ministry of Special Duties.

    Kaula-Mohammed quoted the governor as directing the newly appointed and the reassigned commissioners to maintain excellent service.

    “The governor specifically charged Alhaji Malik Anas to align his Ministry’s objectives with the administration’s ‘Building Your Future’ agenda.

    N70,000 Minimum Wage: Katsina Sets Up 13-Member Committee

    The Katsina State Government has empaneled a whopping 13 member committee to implement the N70,000 minimum wage increase.

    The committee is to also address the financial challenges faced by its workforce.

     Led by the Deputy Governor Faruk Lawal, the committee includes 13 members, representing labor unions, government officials, and civil society organizations.

    This initiative encompasses state and local government employees, along with other categories of workers, as Katsina joins other states such as Akwa Ibom, Kebbi, and Lagos in adopting or discussing similar wage adjustments. 

    Katsina’s move follows earlier investments in the state’s health sector, where nearly N3.78 billion was allocated for improvements from June 2023 to April 2024, including the establishment of a sickle cell center and free drug distributions at Katsina General Hospital.

    The chamber is attached to the governor’s office, where the governor meets important personalities.

    Daily Trust gathered that Governor Dikko Umaru Radda was in Funtua attending a zonal town hall meeting when the calamity struck.
    He was there to engage with the population on their needs and aspirations.

  • Tinubu condmns Katsina attacks, gives marching orders to police, others

    President Bola Tinubu has condemned the recent spate of attacks against citizens in Dutsin-Ma and Kankara Local Government Areas of Katsina State.

    No fewer than fifty farmers were killed by rampaging armed bandits in three villages across Kankara Local Government Area of Katsina State yesterday,

    The gunmen who raided farms across ‘Yargoje, Gatakawa and Dan-nakwabo villages shot sporadically at the farmers most of whom died on the spot.

    Several eyewitnesses said no less than fifty dead bodies were counted after the mayhem.

    While describing the latest attacks as grisly and sinister, the President emphasized that more will be done ”to secure citizens and completely degrade terrorists and other harbingers of death and sorrow in any part of the country”

    President Tinubu directed security agencies to go after the assailants and ensure that they are brought to justice.

    ”The President condoles with the families of the deceased, as well as the Government and people of Katsina State, and prays for the repose of the souls of the departed,” a statement signed by his spokesman, Ajuri Ngelale stated.

    Bandits storm Buhari’s home state, kill several villagers

    The Katsina police command has confirmed that bandits attacked three villages in Bakori Local Government Area, resulting in the deaths of 11 people. 

    Police spokesman Abubakar Sadiq-Aliyu announced this in a statement on Sunday.

    “We are aware of a misleading report making the rounds, especially on Facebook, that bandits attacked three villages in Bakori and killed 40 people. The command wishes to categorically debunk this claim as misleading and set the record straight,” the police statement said.

    It added, “On May 25, 2024, bandits launched an attack on Unguwar Lamido village in Bakori where they shot and killed 11 people. The Divisional Police Officer in Bakori, on receiving the information, quickly mobilised operatives and rushed to the scene where they successfully restored normalcy and prevented further losses.”

    The command urged the public to disregard the false report, warned against circulating unverified news, and advised them to always verify information through official channels before sharing, as the spread of false information could cause panic, fear, and unnecessary tension.

    “The commissioner has also ordered a thorough investigation into the incident and deployed additional personnel to ensure the arrest of the perpetrators. The commissioner has also urged anyone with useful information that will assist the investigation to come forward and assist in bringing the perpetrators to justice.

    “The investigation is ongoing; the command is working closely with relevant stakeholders and members of the community to identify and apprehend those responsible for the attack,” the police command said.

    The Katsina State Governor Dikko Radda has declared Friday 12th April 2024 as work free day for the Eid-El-Fitr celebrations.

    According to Governor Radda, his government has also taken this step to enable workers in the state to fully enjoy the Sallah celebration with their families.

    The decision to declare the day also followed the good gesture of the Federal Government for extending the Eid-El-Fitr public holidays to Thursday 11th of this month.

    In a Tuesday statement, the Katsina State Commissioner of Information and Culture Bala Zango quoted the governor as wishing the good people of the state a happy and peaceful Sallah celebration.

    He further urged the good people of the state to be security conscious and pray for peace to reign in the state and the nation at large as they celebrate this year’s ED-FITR.

    In a distressing development, it has been reported that approximately thirty children have been abducted by suspected bandits at Kasai village in the Batsari Local Government Area of Katsina State.

    Batsari, a Security Frontline Local Government Area in Katsina, has witnessed a surge in banditry and criminal activities, posing grave threats to residents.

    As of now, governmental authorities and security agencies have not issued any official statements regarding the incident.

    A resident, who chose to remain anonymous, disclosed that the abduction occurred during the early hours of Monday.

    Efforts to obtain comments from the Police Public Relations Officer in the state, ASP Abubakar Sadiq, have been unsuccessful thus far.

    Katsina seeks AfDB support on agriculture, renewable energy

    Katsina State Governor, Dikko Radda of Katsina is seeking the support of the African Development Bank (AfDB) to develop abundant agricultural and renewable energy resources in the State.

    The governor, in a statement signed by his Chief Press Secretary, Kaula Ibrahim, sought the bank’s support when he visited the Director-General, AfDB Nigeria Country Department, Mr Lamin Barrow, in Abuja.

    Radda also sought AfDB’s support to develop the Northwest geo-political region of the country.

    According to him, the purpose of the visit is to discuss investment and intervention support to boost job creation and enhance the livelihoods of the people of Katsina State, as well as the North West Geo-political region, which comprises seven states – Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto, and Zamfara.

    “We particularly need the Bank’s help to address the State’s infrastructural deficit, such as power.

    ”Also, we recognise the fact that renewable energy remains a critical infrastructure necessary for achieving higher economic growth in Katsina state, and across the North West geo-political region.

    ”That is what necessitated my visit to the Nigeria Country Office of the AfDB, to seek their support and strengthen the existing partnership,” he said.

    Radda said the northwest governors unanimously agreed to collaborate with AfDB in the areas of agriculture and power which required a regional approach.

    The governor also requested the bank’s support for the development of key agricultural value chains.

    He listed them to include cotton, rice, wheat, and agricultural extension services that would help create jobs for the youth.

    Radda thanked the AfDB management for the audience and looked forward to a cordial relationship with the bank.

    In his remarks, the Director-General, AfDB Nigeria Country Department, Mr Lamin Barrow, thanked the governor for his engagement with the AfDB early in his mandate.

    Barrow expressed appreciation for the governor’s visit and vision for transforming the fortunes of Katsina state.

    He assured the governor of the bank’s support in the identified areas, particularly in the context of the ongoing and planned new operations.

    Barrow said: “On behalf of the AfDB, I want to congratulate Dr Radda on his election as the Executive Governor of Katsina State.

    ”And to commend him for the clear vision he has articulated for the State during our meeting, prioritising regional approaches and interventions that will drive inclusive growth.“

    Accompanying the governor was his Chief of Staff, Alhaji Jabiru Tsauri; Principal Private Secretary, Alhaji Abdullahi Turaji, Chief Press Secretary to the governor, Kaula Ibrahim, and Senior Special Assistant to the governor on Digital Media, Isah Miqdad, among others.
