Police warn against caste-based discrimination in Anambra

Apparently worried by rising incidents of violence by state institutions, the Anambra Police Command has called on communities to promote peaceful coexistence.

In a statement by its spokesperson, SP Tochukwu Ikenga, the police command advised communities to shun the ‘osu’ caste-based discrimination in particular.

SP Tochukwu Ikenga, made the call in a statement issued to newsmen in Awka on Wednesday.

Ikenga stated that the practice of the osu caste system violates fundamental rights of citizens.

The Nigerian Anchor reports that some state based security agencies have been involved in recent acts of violence leading to loss of life.

“The Police Command in Anambra has reiterated that any form of discrimination, humiliation, or denial of rights based on caste practices is barbaric, unlawful, and a gross violation of the fundamental human rights guaranteed under Nigerian law.

“Section 42(1) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), provides that no citizen shall be subjected to any form of discrimination on the basis of community, ethnic group, place of origin, sex, religion, or circumstance of birth.

“Likewise, Section 34(1) affirms the right to dignity of the human person and prohibits all forms of inhuman or degrading treatment.

“The command urges residents of Anambra to promote peace, equality, and mutual respect for human rights, and to report any incident of caste-based discrimination to the nearest police station for appropriate action.

“In addition, the Discrimination Against Persons (Prohibition) Act, 2018 criminalises all forms of discrimination and prescribes penalties for offenders.

“The command warns that attempts to deny couples the right to marry or live freely together on the basis of caste practices is unacceptable and unlawful.

“Once two consenting adults agree to marry, no cultural barrier or discriminatory practice has any legal standing to override their constitutional rights to freedom of association (Section 40), family life, and dignity,” Ikenga stated.

He added that the country is governed by the rule of law “and not oppressive or degrading traditional practices, and anyone found culpable of enforcing caste-based discrimination will face the full weight of the law.

“The dignity, freedom, and security of every individual in the state remain a top priority to the command,” Ikenga added.

  • Governance: Anambra, Ebonyi, Enugu residents rate governors

The governors were rated high on security, infrastructure and governance

As most administrations in the country observe the midterm review, many residents of Anambra, Ebonyi and Enugu States score their governors high in security, infrastructure and governance.

The News Agency of Nigeria (NAN) reports that while Governors Peter Mbah of Enugu State and Francis Nwifuru of Ebonyi mark their two years in office, their counterpart in Anambra, Prof Chukwuma Soludo is rounding up his first four-year tenure in November, 2025.

In Enugu State, Igwe Patrick Okoro, the Traditional Ruler of Nkpunano Community in Nsukka Local Government Area of the state, said Gov Mbah had done well in various sectors of the economy in the state especially in infrastructure, security and good leadership.

Okoro, while reacting to the performance of the governors since assuming office in May 2023, said that Mbah had done massive  infrastructural development in the three senatorial districts of the state.

“We, in Enugu North Senatorial District, have benefited 102 Smart Green Schools, 102 Type-2 Primary Healthcare Centres and  more importantly the ongoing dualization of the Enugu-Ugwogo Nike-Opi-Nsukka Road.

“The district is happy with what Mbah has done in the past two years and we urge him to keep it up,” he said.

Mr Onyekachi Omeje, President, Nsukka Youths Development Association, said that the governor had transformed the motor parks in the state with a state of the art bus terminals in Enugu and Nsukka.

Omeje however, said that Mbah should improve in areas of employment and empowerment especially as it concerned youths in the state.

Mrs Ngozi Ozioko, former Chairman of Nsukka Main Market, said that Mbah had transformed the state with quality infrastructure especially in education and health as well as ensuring adequate security in Enugu State.

Ozioko commended the governor for including women in his cabinet and urged him to continue to appoint more women in his administration.

“To me, Mbah is a game-changer; if he continues this way, Enugu State will be the best state in the country by the time he finishes his first and second tenures,” she said.

However, the former market leader urged the governor to compensate all traders whose shops were demolished by his administration to build modern bus terminals in the state.

Chief Onyema Idoko, former Nsukka LG Caretaker Committee Chairman and Chieftain of the Peoples Democratic Party (PDP), said that infrastructures on ground in Enugu State remained eloquent testimony that Mbah had done well since May 29, 2023 he assumed office.

Idoko urged people who said that the governor had not done well in terms of employment and empowerment to know that massive infrastructure would provide enabling environment for business to thrive in the state.

According to Idoko, these massive infrastructure the governor is putting in place would in turn boost youth employment and empowerment in the state in future.

Speaking, Chief Anthony Onyishi, Deputy-govenorship Candidate of the Peoples Redemption Party (PRP) in the 2023 general elections, said that Nsukka people were happy with the Smart school vision of Mbah as well as the dualization of the Enugu-Ugwogo Nike-Opi-Nsukka Road.

Onyishi however, said that Mbah could have used virgin lands to build the Smart Schools instead of demolishing some existing primary and secondary schools in the state to build the Smart schools.

On agriculture, the Commissioner for Agriculture and Agro-Industrialisation, Mr Patrick Ubru, said that Gov. Mbah had deepened the vision to make Enugu State export and commercial agriculture hub in Africa.

According to him, the ministry started with a target of acquiring 300,000 hectares of farmland for agricultural purposes especially for developing large scale commercial farming.

He said that so far, 187,934 hectares across various locations in the 17 Local Government Areas (LGAs) in the state had been acquired; and more land to be acquired from willing communities across the LGAs.

“Continuous update and registration of farmers data on all agricultural value chains across the 17 LGAs in Enugu State has been completed. This is to ensure that the State has a robust and verified data of all farmers within the state.

“Over 67,000 farmers’ data have been captured featuring the geo coordinates, farm sizes, specialisations, value-chain etc of these farmers and their farms with over 80 farmer co-operatives registered so far,” he said.

On Economy, the Director General of the Enugu Chamber of Commerce, Industries, Mines and Agriculture (ECCIMA), Mr Uchechukwu Mba, said the governor had been  building on the economy of the state.

He observed that a lot of infrastructure development and reforms under Mbah’s administration made the state stand out within two years in office.

“In my personal assessment, he is doing well in the areas of transport, infrastructure, investment in education, health sector and a whole lot of others.

“But  government needs to sustain what it is doing currently and look at the effect of the existing policies they already formulated by reviewing some of them to improve lives of the citizens.

“This is important as so many business owners are complaining about taxation, but for me as a person, tax is a necessary policy that the government has to keep.

“Our own is to make sure that every tax policy is friendly and that the means of collecting them does not affect or bring adverse effect on the living standard.

“So we are in support of what the government is doing and we encourage the government to always look downwards and hear from the citizens,”.

The President, Airfreight Stakeholder’s Forum, Akanu Ibiam International Airport, Enugu, Comrade Chinedu Abugu, hailed Gov. Mbah for changing narratives in the state’s transport sector.

Congratulating  him on his achievements on transportation under two years, Abugu, said the governor built bus terminals in different places in Enugu capital and Nsukka, taking transport sector to another level as obtained in developed countries.

“And recently, the governor, in the collaboration of partners, has launched the Enugu Air. It is already in the news and  no longer a secret, that Enugu has an airline which will  boost the economy of the state.

“It is also going to boost the foreign earnings, because I know very well that the air freight is not going to be limited to the local alone.

The state Commissioner for Works and Infrastructure, Mr Gerald Otiji, said that in less than two years in office, Gov Mbah had completed 96 urban roads, flyovers and bridges.

Additionally, 141 road projects are currently underway, featuring integrated drainage systems, street lights and walkways to enhance mobility and safety.

Otiji also noted ongoing efforts to make Enugu a premier destination for leisure and business tourism.

The projects, he listed, include the Presidential Hotel, a five star hotel, a world class International Conference Center and green recreation spaces like Eze Park and Unity Park.

In Anambra, Dr Henry Duru, who teaches Journalism and Mass Communication at Nnamdi Azikiwe University Awka (NAU), said that he would score Anambra state government under Prof. Chukwuma Soludo high on road infrastructure.

He said that Soludo had also done creditably well in areas like health and education especially as it related to manpower and facilities.

He however, urged the government to start investing in provision of low-cost housing to residents, starting with civil servants, as a way of bringing down rents.

“This is especially in Awka and environs where rents are becoming exorbitant”.

Duru said that there had been very noticeable improvement in security.

He however, said the government had a lot to do to restore normal living in some communities of the state where people were still afraid to hold funerals, weddings or to even visit.

He listed such communities to include Isseke, Lilu and Orsumoghu, all in Ihiala Local Government Area (LGA).

“The governor needs to do something here to ensure that his good intentions do not end up leading to unwarranted situations,” he said.

Also ,The Recover Nigeria Project, a Civil Society Organisation (CSO), has urged Soludo to deploy modern technology in tackling security challenges bedeviling the state.

Mr Osita Obi, the Convener of the group, said on Soludo’s scorecard for over three years in office, has done well but there were more rooms for improvement.

“The only area I think the public will complain is about insecurity, but lastly Soludo has put the structure to tackle insecurity in place by inaugurating the security outfit, “Operation Udogachi” (Operation Peace Must Prevail),” he said.

Obi decried the security measure (Operation Udogachi) put in place by the Soludo’s administration, saying that modern security issues had gone beyond carrying amulets, guns and chasing criminals around.

“The modern security measure needs intelligence gathering, surveillance and information.

“In order to tackle insecurity in Anambra, the government must deploy modern technology such as surveillance cameras and other digital equipment in strategic places.

“This will help the security agencies to arrest criminals when a crime is committed,” he said.

However, the convener of the group said that Soludo’s administration had performed well in some sectors such as agriculture,  politics and to an extent, road networks among others.

According to him, so far so good, Soludo has done extremely well to improve Anambra state, changing the development strides above what he met on ground.

“Today Awka is no longer a glorified Local Government, but a befitting state capital.

“Soludo has constructed the New Government House, New Government Lodge, Fun-City, the Alex Ekwueme Square and many more for people to see”.

He noted that in education and health sectors, the state government employed more teachers, medical doctors, nurses and other health personnel among others.

Obi further said that in the area of politics, Soludo’s administration was able to conduct local government elections in the state.

In Ebonyi, some stakeholders have hailed the state government efforts on development of the solid minerals, culture and tourism sectors.

Gov Francis Nwifuru, described mineral resources as “key to economic development.”

Mr Chidi Onyia, Commissioner for Solid Minerals and Development, listed some of the minerals deposit in Ebonyi to include: Brine (salt), granite, lead ore (galena), sand, limestone, barites, marble stones, limenite, marcasite and gypsum.

Others are: kaolin, fullers earth, laterites, chalcopyrite (fool’s gold, coal/lignite, pyrite, crude oil/ natural gas, dolerite, pryoclastics, copper ore. Iron ore, quartz, zinc ore (sphalerite), phosphate among others.

The Commissioner said that Ebonyi was committed to harnessing its potentials in mineral resources, noting that under the present governor’s People’s Charter of Needs agenda, the Ministry of Solid Minerals Development achieved remarkable progress.

According to him, the government has so far secured multiple mineral titles, allowing direct government participation in exploration and creating new streams of revenue for development.

“Within this period of Nwifuru’s two years in office, we have successfully mediated and resolved over 100 disputes between mining companies and host communities-restoring trust, ensuring peace, and securing operational stability across critical mining zones.

“In fact, we are shifting focus from raw mineral exports to in-state processing-encouraging local refining and production facilities that create jobs and deepen local content.

“As we consolidate the gains of the past two years, our focus is clear to transform Ebonyi state’s solid minerals sector into a model of innovation, sustainability and inclusive growth,” the Commissioner added.

Dr Chukwudi Emeribe, Lecturer and Researcher, University of Benin, Edo state, also commended Ebonyi government on solid minerals development.

Emeribe called for the need to obey and support government policies and work in accordance with the Community Development Agreement (CDA).

“The activities of the mining companies can cause threat to human health; so, it is good that we adhere strictly to the CDA and improve the social responsibilities in the host communities,” he added.

Mr Donald Nnadi, Chief Executive Officer (CEO), Dolf Global Resources said, there was need to avoid indiscriminate mining in the state and adhere strictly to the CDA.

“Mining activities can pose environmental and health challenges. The people suffers danger of lead poisoning as a result of effluent leak into the environment.

“This causes serious health complications which can damage various organs and systems in the body, including the brain and nervous system, the blood and cardiovascular system, as well as the kidneys.

“So, the mining companies should protect the right of the host communities by obeying the Community Development Agreement (CDA),” he added

On Culture and Tourism, Mr Stanley Ogbuewu, Commissioner for Culture and Tourism, said the state government had approved the remodel of events and recreational centres, that had been in moribund.

Ogbuewu disclosed that the resuscitation of the recreational centres would serve the original purposes.

Agency reports indicate that the centres include: the Fatilami, Green parks alongside the International Conference Centre (ICC) all in the state capital.

“On the state of amusement park, the government had approved its reformation.

“The amusement park was also in moribund for over eight years until the present administration intervention,”.

Ogbuewu noted that the governor sought to establish a state museum to preserve the cultural heritage of the people and a film creative industry to promote the state culture identity.

He said that transformations were ongoing at over 30 unique tourism sites in the state, such as Amancho cave, oziza beach, Nkpurukem cave, Abakaliki green lake among others sites.

Gunmen Strike in Anambra, Seven Killed

What a year of momentous tragedy. As the curtain falls on 2024, one of the horrific years of the new millennium, a bunch of daredevil gunmen are still drawing blood, killing and maiming in parts of the South East.

In Ihiala, Anambra, gunmen launched an early-morning attack, leaving seven dead, including two bystanders.

The incident occurred at a location preparing for a burial ceremony, creating panic in the area.

Attackers also targeted a security post near the local government headquarters during their escape.

One victim was rescued and is receiving medical care.

The police commissioner has ordered a manhunt for those responsible.

This tragedy is the latest in a series of violent attacks in the state, including recent killings of a lawmaker and a priest.

  • LG Autonomy: Gov Soludo upsets the applecart

LG Autonomy: Gov Soludo upsets the applecart

Governor Charles Soludo’s recent proposal for legislation may pose a threat to local government autonomy in Anambra State, raising concerns among representatives and citizens.

The proposed bill mandates that local government areas (LGAs) transfer a portion of their federal allocations into a unified account controlled by the state, sparking fears of reduced financial independence for local councils.

Hon. Henry Mbachu, a member of the Labour Party representing Awka South I, has expressed strong objections to the bill, urging the governor to withdraw it from consideration by the Anambra State House of Assembly.

Mbachu argued that the legislation undermines the Supreme Court’s reaffirmation of local government autonomy, enabling the state government to access funds meant for LGAs.

Despite these concerns, Governor Soludo maintained that the bill is consistent with the Supreme Court’s ruling, suggesting that any opposing parties should seek legal recourse if they disagree.

The Anambra State House of Assembly has already approved the bill, which establishes a “State Joint Local Government Account.” This requires all federal allocations for LGAs to be deposited into this account.

Under the proposed law, local governments are compelled to remit a set percentage of their allocations to the consolidated account within two business days of receipt, even if the funds originate directly from the Federation Account.

Additionally, the state would withhold a percentage of these allocations before disbursing the remaining funds to the LGAs.

Mbachu had raised alarms about the detrimental effects this legislation could have on local government operations, emphasizing that the mandated deductions might severely limit their ability to manage federally allocated resources effectively.

He had called on President Bola Ahmed Tinubu to monitor state governors to prevent interference in local government elections and ensure that elected officials can operate without undue pressure from the state.

  • Soludo Warns Traders Over Monday Market Closures

Soludo Warns Traders Over Monday Market Closures

Anambra State Governor, Chukwuma Soludo, has issued a stern warning to traders in Onitsha’s Main Market regarding the continued closure of shops on Mondays due to the sit-at-home directive.

Soludo expressed dissatisfaction with the number of locked shops, stating that any business failing to open on Mondays would be penalized.

The governor gave the warning during a visit to the market.

The sit-at-home practice, originally called by the Indigenous People of Biafra (IPOB) in 2021, has significantly affected business operations in the South East.

Despite the suspension of the order, fear of enforcement has led to continued closures.

Soludo emphasized that the ongoing shutdowns were damaging the local economy and warned that shops could be sealed for up to a month if they failed to comply.

He also promised adequate security to support traders in resuming full commercial activities.

  • Anambra threatens closure of 2,000 unaccredited schools

As primary and secondary schools set to resume for academic activities, Anambra State government vows to sanction about 2,000 unaccredited schools operating in the state.
Paul Nwosu, the state Commissioner for Information, in a press statement on Thursday, stated that the affected schools risked closure if the operators did not obtain the necessary approvals and accreditation.
Primary and secondary schools in the state are set to resume September 17, and the commisioner says, the government discovered during recent evaluation of accredited schools, that some of them are operating illegally.
He said, “The government of Anambra State is concerned that about 2,000 unaccredited/unapproved schools are operating across the 21 local government areas in the state.
“This is unacceptable, given the priority that Governor Chukwuma Soludo, a first-class academic himself, has accorded quality education.
“Setting up and running a school without requisite accreditation and approval is an indication that the school is not operating in accordance with the standards set by the government through the Ministry of Education.
“The government is of the view that our children, irrespective of their location in Anambra State, deserve the best learning environment, teachers and curriculum.”
Similarly, Nwosu noted that the state government has directed all the affected schools whose names are listed should obtain the requirements for proper accreditation and registration from the Anambra State Ministry of Education, and take immediate steps to comply before the resumption of schools.
“Failure to do this will attract dire sanctions and risk of closure,” he warned.
The commissioner added that the list of approved schools will be made available to the Education Departments of the Local Governments through the Transition Committee Chairmen for easy access.
Recall that the state Commissioner for Education, Prof. Ngozi Chuma-Udeh, had last week warned parents in the state to enrol their children at only government-approved schools, vowing that they would be liable as accomplices in prosecution if they failed to do so.
