    Kaduna Assembly Okays El-Rufai’s Probe Over Abuse Of Office, Money Laundering

    The Kaduna State House of Assembly’s ad hoc committee has submitted a damning report, exposing financial irregularities and corruption during the tenure of former Governor Nasir El-Rufai.

    The report was presented during plenary on Wednesday, by the chairman of the ad hoc committee, Henry Zacharia.

    The committee, tasked with investigating loans, grants, and project implementation from 2015 to 2023, revealed that most loans obtained during El-Rufai’s administration were not used for their intended purposes.

    Furthermore, due process was not followed in securing some of these loans, according to the Committee.

    The committee’s report accused former governor El-Rufai and his cabinet members of abuse of office, awarding contracts without due process, diverting public funds, and money laundering.

    The report also criticized the excessive borrowing during El-Rufai’s tenure, which has plunged Kaduna State into heavy debt.

    The committee recommended the investigation and prosecution of El-Rufai and other indicted officials by security and anti-corruption agencies.

    Additionally, the report called for the immediate suspension of the Kaduna State Commissioner of Finance, Shizer Badda, and the chairman of the state universal basic education board.

    The committee also urged thorough investigations into key appointees from the last administration.

    Strike Stalls Court Hearing On Kano Emirate Tussle

    The ongoing nationwide strike action by the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) has impacted judicial proceedings, leading to a postponement of the much-anticipated hearing on the Kano emirate tussle at the Federal High Court in Kano.

    The court, which is presided over by Justice A. M. Liman, was scheduled to deliberate on an exparte motion concerning the Kano State Emirate Council’s recent upheaval.

    This legal action was initiated by Alhaji Aminu Babba Dan’Agundi, the Sarkin Dawaki Babba, challenging the Kano State Emirate Council (Repeal) Law.

    This law dissolving the five Kano Emirates reinstated Muhammadu Sanusi II as the Emir of Kano.

    Justice Liman had previously granted an order to maintain the status quo ante, effectively pausing any actions to implement the controversial law until a detailed review could be conducted on the Fundamental Rights application filed by the parties involved.

    However, the strike has put a temporary halt to this judicial review, affecting not just the parties directly involved but also the broader implications for governance and traditional authority structures within Kano State.

    As the court awaits the resolution of the labour strike to resume normal operations, the future of the Kano emirate remains uncertain. The legal and social communities eagerly anticipate the next steps in this high-stakes judicial process.

    The court order reads: “That parties are hereby ordered to maintain status quo ante the passage and assent of the bill pending the hearing of the Fundamental Rights application.

    “That in view of the constitutional and jurisdictional issues apparent on the face of the application, parties shall address the Court on same at the hearing of the Fundamental Rights application, which is fixed for the 3 of June, 2024.

    “That in order to maintain the peace and security of the state, an interim injunction of this Honourable Court is granted restraining the 5th 8th Respondents from enforcing, executing, implementing, and operationalizing the Kano State Emirate Council (Repeal) Law.

    “That parties are hereby ordered to maintain status quo ante the passage and assent of the bill into pending the hearing of the Fundamental Rights application.

    “That leave is granted to the Plaintiff/Applicant to issue and serve their Concurrent Originating Motion as well as all other court processes on the 6th Defendant in FCT Abuja and outside the jurisdiction of this Honourable Court.

    “That an Order of this Honourable Court marking the Plaintiff/Applicant’s Concurrent Originating Motion as well as all other court processes to be served on the 6″ Defendant in FCT Abuja and outside the jurisdiction of this Honourable Court is granted,” the court order, however, reads.

    The court, however, adjourned the case until June 3, 2024, to hear the Fundamental Rights application.

    However, on the adjourned date of June 3rd, 2024, the court could not hold it as expected due to the strike, as a source at the court informed Vanguard that the matter had been postponed until further notice.

    There is noticeable apprehension among Kano residents as the reinstated Emir of Kano, Malam Muhammadu Sanusi II, is set to lead the two rakat congregational Friday prayers today at the Emir’s palace Friday mosque.

    This announcement was made in a statement signed by Danburan of Kano on Thursday evening.

    The statement invites residents to attend and listen to the sermon to be delivered by Sanusi.

    Similarly, another statement from an aide of the deposed Emir, Alhaji Aminu Ado Bayero, invites residents to join him at the emir’s palace Friday mosque to observe the Jumu’at prayer.

    It further mentions that the movement to the emir’s palace mosque begins at 12:30 pm.

    However, the police authorities have yet to comment on the situation to prevent any potential disruption of law and order.

    Effort to contact the Public Relations Officer of the Kano Police Command, SP Abdullahi Haruna failed as his mobile phone number was not going through.

    In a bid to address escalating tensions surrounding the Emirship tussle in Kano State, HRH Appolus Chu, the Egbere Emere Okori of Eleme, Rivers State, has issued an appeal to President Tinubu, calling for immediate intervention to safeguard the revered institution of the Emir of Kano.

    In his appeal to President Tinubu, HRH Chu highlighted the broader implications of the dispute, stating, “The throne of the Emir of Kano transcends mere governance; it embodies centuries of tradition and serves as a pillar of cultural identity.”

    He expressed deep concern over attempts to politicize and undermine the authority of traditional rulers, warning of potential repercussions for peace and stability.

    “The traditional institution remains a beacon of stability, especially in times of crisis,” Chu affirmed, noting its pivotal role in community cohesion and governance. He urged all parties involved to respect a recent court order maintaining the status quo ante, emphasizing the judiciary’s role in preserving peace.

    Recognizing Kano’s significance as an economic hub and home to millions, HRH Chu appealed for concerted efforts to restore calm and respect for traditional authority.

    He urged President Tinubu to intervene decisively to avert further escalation and uphold the rule of law.

    Kano finds itself in the midst of a contentious dispute over the Emir’s throne.

    Governor Abba Yusuf recently enacted legislation repealing the Emirates law, resulting in the removal of five emirs.

    This move also reinstated deposed Emir Sanusi Lamido, who was previously dethroned under former Governor Ganduje’s administration.

    However, Emir Ado Bayero has opposed his dismissal and initiated legal proceedings in response.

    The Chief Justice of Nigeria (CJN), Justice Olukayode Ariwoola, has issued a summon to the Chief Judge of the Federal High Court, and the Chief Judge of Kano State High Court to appear before him over conflicting interim injunctions regarding the Kano Emirate tussle.

    The Federal High Court in Kano, presided over by Justice S. A. Amobeda, issued an order for the eviction of Emir Muhammadu Sanusi II from the Kofar Kudu Palace, reinforcing the authority of the 15th Emir of Kano, Aminu Ado Bayero.

    Also, the Kano State High Court, presided over by Justice Amina Adamu Aliyu, issued an injunction to protect Muhammadu Sunusi and other key figures from potential harassment by state authorities.

    This order prevents any interference with the Emir’s autonomy and the seizure of key symbols of his authority, such as the twin spear, the Royal Hat of Dabo, and the Ostrich-feathered shoes.

    These conflicting orders have led to significant confusion regarding the rightful authority and protection of the emirs in Kano. The State High Court’s case is set for further hearing on June 13, while the Federal High Court has adjourned its case to June 4.

    Under the new directive, Governor Yusuf has authorized the Police, the Directorate of State Security Services (DSS), and the Nigeria Security and Civil Defense Corps (NSCDC) to take robust measures against anyone engaging in public demonstrations.

    According to the governor’s spokesperson, these security agencies are instructed to “apprehend, detain, and prosecute any individual or group partaking in demonstrations on the streets of Kano.”

    The governor’s office described this measure as a preemptive strategy designed to prevent any breakdown of law and order that might be incited by state adversaries.

    The move comes amid concerns that protests could escalate into violence, potentially disturbing peace and public safety.

    This decision has stirred various reactions among the citizens and groups within Kano, with some viewing it as a necessary step towards maintaining stability, while others criticize it as an infringement on democratic rights to free speech and assembly.

    The statement reads: “We are privy to credible intelligence indicating that certain prominent figures from the opposition party in Kano have devised plans to sponsor student associations and political agitators from other northwestern states to incite chaos under the guise of advocating for the dethroned Emir of Kano, Aminu Ado Bayero.

    “The state government has explicitly outlawed protests, demonstrations, or processions of any kind, and individuals found on the streets of Kano engaging in such activities will be promptly apprehended.

    “Through this declaration, we caution student groups against being manipulated by troublemakers who are resolute in fomenting disorder in Kano.”

    A Kano High Court presided by Justice Amina Aliyu has restrained the police, the State Security Service, SSS and Nigerian military from evicting the reinstated Emir of Kano Muhammadu Sanusi II.

    The case was filed by the emir alongside the four kingmakers of Kano: Madakin Kano Yusuf Nabahani; Makaman Kano Ibrahim Sarki Abdullahi; Sarkin Bai Mansur Adnan and Sarkin Dawaki Maituta Bello Tuta.

    Granting the order, Justice Aliyu also retrained the security agencies from arresting or harassing the emir and his kingmakers.

    The Katsina police command has confirmed that bandits attacked three villages in Bakori Local Government Area, resulting in the deaths of 11 people. 

    Police spokesman Abubakar Sadiq-Aliyu announced this in a statement on Sunday.

    “We are aware of a misleading report making the rounds, especially on Facebook, that bandits attacked three villages in Bakori and killed 40 people. The command wishes to categorically debunk this claim as misleading and set the record straight,” the police statement said.

    It added, “On May 25, 2024, bandits launched an attack on Unguwar Lamido village in Bakori where they shot and killed 11 people. The Divisional Police Officer in Bakori, on receiving the information, quickly mobilised operatives and rushed to the scene where they successfully restored normalcy and prevented further losses.”

    The command urged the public to disregard the false report, warned against circulating unverified news, and advised them to always verify information through official channels before sharing, as the spread of false information could cause panic, fear, and unnecessary tension.

    “The commissioner has also ordered a thorough investigation into the incident and deployed additional personnel to ensure the arrest of the perpetrators. The commissioner has also urged anyone with useful information that will assist the investigation to come forward and assist in bringing the perpetrators to justice.

    “The investigation is ongoing; the command is working closely with relevant stakeholders and members of the community to identify and apprehend those responsible for the attack,” the police command said.

    Nigerian Army denies involvement in Kano Emirate tussle

    The Nigerian Army has clarified that contrary to claims, it is not involved in enforcing any court order related to the ongoing Kano Emirate tussle.

    Major General Onyema Nwachukwu, Director of Army Public Relations, clarified in a statement on X that the troops are not engaged in the emirate dispute.

    He said instead, the Army has taken proactive measures to prevent any potential breakdown of law and order that might arise from the conflict.

    “The issue of paramount concern to the Nigerian Army and other security agencies is the prevention of breakdown of law and order in the state, which could be taken advantage of by adversarial non-state actors.

    “The military would imminently intervene when it becomes apparent that the intensity of the security situation becomes overwhelming for the police.

    “All the Army is doing at this stage is to monitor the situation as it unfolds and be on standby in the event of any escalation that could threaten the security of the state and the region in general,” the statement reads in part.

    Governor Yusuf Orders Arrest Of Deposed Emir Of Kano

    Governor Abba Kabir Yusuf of of Kano State has ordered the immediate arrest of the former Emir of Kano, Aminu Ado Bayero.

    In a statement, which Sanusi Bature Dawakin Tofa, his spokesperson, issued on his behalf, Yusuf accused Ado Bayero of creating tension in the state.

    “The former Emir was smuggled into Kano city last night in an attempt to forcefully return to the palace two days after being deposed by the Governor.”

    “”The Governor, it was confirmed that the new Emir, Sanusi Lamido Sanusi, arrived at the palace in the company of the Governor, the Deputy Governor, the Speaker of the State Assembly, and other top government functionaries at about 1:00 a.m. on Saturday, 25th May 2024.

    “As the Chief Security Officer of the state, His Excellency, the Executive Governor of Kano State, Alhaji Abba Kabir Yusuf, has directed the Commissioner of Police to arrest the deposed Emir with immediate effect for disturbing public peace and attempting to destroy the relative peace the state enjoys.”
