    Nigeria aims to refine more oil locally – Lokpobiri

    Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, says the Federal Government is determined to ensure that every barrel of crude produced in Nigeria adds real value at home and abroad.

    He said this while speaking at the 2025 COREN Summit in Lagos on Tuesday.

    Lokpobiri, who was represented by his technical adviser, Ndah Adaba, said improving local refining capacity and energy security remains central to Nigeria’s development goals.

    The theme of the summit is “Refinery – Key to Energy Security in Africa”.

    It brought together engineers, policymakers, and energy professionals from across the continent.

    According to the minister, as part of a deliberate policy and broader strategy, the ‘Naira for Crude’ sales agreement will continue to play a vital role in reducing the cost of fuel production.

    He added that it also help in mitigatinh exchange rate volatility, and supporting indigenous refining capacity.

    Lokpobiri stated that through the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), the government had streamlined the licensing process, from the Licence to Establish, to Construct, and Operate.

    This, he added, helps in ensuring that credible investors are supported rather than hindered by bureaucratic bottlenecks.

    The minister noted “Beyond licensing, the government is also facilitating crude oil supply to domestic refiners through the effective implementation of the Domestic Crude Oil Supply Obligation (DSCO).

    “No nation can claim energy independence without the ability to refine its own crude.

    He noted that the timing of the summit is critical, as Nigeria, and Africa at large, faces a pivotal moment requiring bold action to ensure energy security, promote indigenous refining, and position the continent as a net exporter of petroleum products.

    He said that under the Renewed Hope Agenda of President Bola Tinubu, indigenous refining had been identified as a key driver of energy independence, job creation, and industrial revitalisation.

    “Today, we have seen indigenous success stories such as Dangote Refinery & Petrochemical, Waltersmith Petroman Refinery, and Aradel Holdings, among others.

    “These demonstrate that Nigerians possess both the capacity and the will to refine Nigeria’s crude oil locally.

    “These projects are more than just facilities; they symbolize confidence in our policy direction. We are committed to replicating such success across all oil-producing states,”Lokpobiri said.

    In a move to expand Nigeria’s refining influence beyond its borderthehe added  that the government had  launched the West African Fuel Reference Market, aimed at positioning Nigeria as a regional hub for refining and petroleum product supply within the West African subregion.

    “With increased domestic refining capacity, Nigeria will not only meet its internal demands but also become a reliable supplier to neighboring countries, reducing dependence on distant refineries and costly maritime imports.

    “This aligns with the African Union’s vision for energy integration and intra-African trade under the African Continental Free Trade Area (AfCFTA),” he noted.

    Looking ahead, Lokpobiri said the government would  ensure feedstock security for all licensed refiners and deepen fiscal incentives to attract further investments.

    He also highlighted ongoing efforts to enhance collaboration among the Ministry of Petroleum Resources, NMDPRA, NUPRC, and security agencies to combat crude theft, pipeline vandalism, and improve relationships with host communities.

    The minister further stressed the need for African nations to collaborate on product exchange, logistics, and shared energy infrastructure.

    “The path to Africa’s energy security runs through the gates of our refineries and the institutions that support them.

    “The Federal Government remains fully committed to supporting indigenous refiners, strengthening regulatory institutions, and creating an enabling environment for sustainable growth in the downstream sector.

    “Let this COREN Summit 2025 serve as a renewed call to industry players, regulators, investors, and policymakers—to unite in building an Africa that refines what it produces and powers its future through its own resources,” he said.

    Taskforce nabs 21 illegal street traders in Lagos

    The Lagos State Environmental and Special Offences Unit (Taskforce) has arrested 21 suspected street traders during an operation to clear illegal trading in the state.

    The taskforce’s Director of Press and Public Affairs, Mr Abdulraheem Gbadeyan, confirmed the development in a statement on Thursday in Lagos.

    He said the enforcement was carried out at Iyana-Iba and Ojo areas along the Lagos-Badagry Expressway.

    According to him, the exercise was part of the agency’s ongoing clean-up drive against street trading, illegal ticketing, unauthorised road blockages, and unapproved bus stops.

    Gbadeyan said the team visited Iyana-Iba and adjoining roads where traders had resumed selling on the newly constructed roads, obstructing traffic and defacing the environment.

    He added that 21 suspects, including 15 males and six females, were arrested, while their goods and wares displayed on the roads were seized.

    Normalcy, he said, had been restored to all affected areas following the enforcement exercise.

    Gbadeyan noted that all suspects would be prosecuted, while the confiscated items would be forfeited in line with the Lagos State Environmental Sanitation Laws of 2017 and Transport Sector Reform Law of 2018.

    The taskforce chairman, CSP Shola Akerele, warned traders against displaying goods on highways and walkways, as such acts obstruct traffic flow and cause congestion.

    Gbadeyan also urged street traders, unathorised revenue collectors, and operators of unauthorised bus stops to desist or face the full weight of the law.

    Old Girls Association of FGGC, Abuloma, Rivers State has donated N50 million legacy projects to the school to ensure girl-child education.

    The projects include four STEAM-enabled smart classrooms, 23 laptops, rehabilitation of water reticulation system in the hostel among others.

    Speaking at the 50th anniversary celebration of the school on Thursday in Port Harcourt, the Minister of Education, Mr Maruf Alausa commended the association for the projects.

    The anniversary was themed, ‘’Roots to Golden Fruits, Remembering the past, Celebrating the Present and Empowering the future.’’

    The minister, represented by Mrs Iyang Ukpe, Director/Principal, Federal Government College, Port Harcourt, commended the theme, saying that it was appropriate as it highlighted the efforts of its founders.

    Alausa stated that the projects were a demonstration of the association’s commitment to education advancement of the girl-child.

    He described the smart classroom as a game-changer, saying that N50 million investment was not just about technology but ‘’a deliberate move towards preparing our girls for the future.’’

    According to him, this confirms your commitment to welfare of students which is a top priority of the federal government.

    ‘’This is a commendable effort as it would equip our students in a globally competitive world in the area of Science, Technology, Engineering, Arts, and Mathematics.

    ”You have also delivered a total of 23 laptops to equip the collage’s Biology Laboratory and the school’s library.

    ”You acknowledge the crucial need for safe clean water, this you have demonstrated in the repair of the collage water reticulation system in the hostels,’’ Alausa said.

    It was stated that a STEAM-enable classroom is a dynamic educational room that integrates Science, Technology, Engineering, the Arts, and Mathematics to foster practical problems-solving through various tools.

    Speaking also, Mrs Itoro Isong, the group’s national President, noted that the donation was one of the association’s ways of giving back to the college.

    According to her, the institution has contributed immensely in building foundational morals for women of impeccable character.

    She noted that the college since inception held a vision that had continued to promote excellence, unity, and progress and urged students to take advantage of the equipment to improve their studies.

    “Our school was founded to be more than just a place of learning; it is a beacon of light, shaping young minds and moulding future leaders.

    “Five decades of our history, the college had churned out countless professionals making positive impacts and contributing to national development as entrepreneurs, politicians, public servants amongst others,” she said.

    Also, Chief Dumo Lulu-Briggs, Chairman of Platform Petroleum Company, applauded the group for the contributions to the education growth especially that of the girl-child and donation of N20 million for education development.

    Describing women as more empathetic and conscious of societal values, Lulu-Briggs said he looked forward to seeing a female emerge as Nigerian President.

    Some politicians and businessmen, who attended the event, urged politicians in the state to eschew bitterness and cooperate towards building a more prosperous state.

    Investors gain N308bn as equities market sustains rally

    The Nigerian equities market on Thursday sustained its upward trend as investors recorded a gain of N308 billion.

    Specifically, the Nigerian Exchange Ltd. (NGX) market capitalisation, which opened at N92.490 trillion, appreciated by N308 billion or 0.33 per cent to close at N92.798 trillion.

    Similarly, the All-Share Index added 0.33 per cent or 485.25 points to close at 146,204.34, compared with 145,719.09 recorded on Wednesday.

    Sustained interest in Eunisell Interlinked, Caverton Offshore Support Group, Sunu Assurances, Industrial and Medical Gases, Mecure, and 27 other advancing stocks boosted market performance.

    The market breadth also closed positive with 32 gainers and 21 losers.

    Eunisell Interlinked and Caverton Offshore Support Group led the gainers’ chart by 10 per cent each, closing at N44 and N6.93 per share respectively.

    Sunu Assurances appreciated by 9.90 per cent to close at N5.77, while Industrial and Medical Gases rose by 9.10 per cent to finish at N35.95 per share.

    Mecure also gained 8.81 per cent, ending the session at N28.40 per share.

    Conversely, FTN Cocoa Processors led the losers’ table by 6.67 per cent, closing at N5.60 per share.

    Tantalizer followed with a 3.35 per cent decline to close at N2.31, while Fidelity Bank shed 2.38 per cent to finish at N20.50 per share.

    PZ Cussons also dipped by 2.18 per cent to close at N38.15, while Veritas Kapital Assurance fell by 1.90 per cent to end at N2.06 per share.

    Market activity showed a decline in the number of deals and volume traded but an improvement in trade value.

    A total of 346.99 million shares worth N27.43 billion were traded in 24,691 deals, compared with 525.72 million shares worth N13.61 billion exchanged in 25,597 deals on Wednesday.

    Fidelity Bank topped the activity chart with 42.01 million shares valued at N861.54 million.

    Dangote Cement followed with 20.9 million shares worth N11 billion, while Sterling Nigeria traded 19.8 million shares valued at N162.9 million.

    Jaiz Bank transacted 19.5 million shares worth N85.27 million, and CHAMS traded 17.69 million shares valued at N76.9 million.

    Breaking: Council of State Approves Professor Joash Amupitan as New INEC Chairman

    The National Council of State has unanimously approved the appointment of Professor Joash Ojo Amupitan as the new Chairman of the Independent National Electoral Commission (INEC).

    President Bola Ahmed Tinubu presented Professor Amupitan’s nomination during the Council meeting held on Thursday at the Presidential Villa, Abuja.

    Prof Amupitan is a Senior Advocate of Nigeria (SAN) from Kogi state. He replaces Professor Mahmood Yakubu, whose tenure ended in October 2025 after seving since 2015.

    This development was disclosed in a statement signed by Mr. Bayo Onanuga, Special Adviser to the President on Information and Strategy, in Abuja.

    President Tinubu described Professor Amupitan as “a man of integrity and impeccable character who is not politically aligned,” noting that he is the first person from Kogi State and the North-Central region to be nominated for the position of INEC Chairman.

    Members of the Council unanimously endorsed the nomination. Governor Ahmed Usman Ododo of Kogi State lauded Amupitan’s competence and reputation, describing him as “a man of honour, discipline, and deep commitment to national service.”

    In line with constitutional provisions, President Tinubu is expected to forward Professor Amupitan’s name to the Senate for screening and confirmation.

    Born on April 25, 1967, in Ayetoro Gbede, Ijumu Local Government Area of Kogi State, Professor Amupitan, 58, is currently a Professor of Law and Deputy Vice-Chancellor (Administration) at the University of Jos, Plateau State. He also serves as the Pro-Chancellor and Chairman of the Governing Council of Joseph Ayo Babalola University in Osun State.

    A renowned legal scholar, Amupitan specializes in Company Law, Law of Evidence, Corporate Governance, and Privatization Law. He was conferred with the rank of Senior Advocate of Nigeria (SAN) in September 2014.

    He began his academic journey at Kwara State Polytechnic, Ilorin (1982–1984), before proceeding to the University of Jos, where he earned his Bachelor of Laws degree (1984–1987). He was called to the Nigerian Bar in 1988 and later obtained an LLM in 1993 and a PhD in 2007, both from the University of Jos.

    Following his National Youth Service at the Bauchi State Publishing Corporation (1988–1989), Amupitan joined the University of Jos as a lecturer in 1989. He rose steadily through the ranks to become one of the institution’s leading academic administrators.

    He has held several strategic academic positions, including Chairman, Committee of Deans and Directors (2012–2014); Dean, Faculty of Law (2008–2014); and Head, Department of Public Law (2006–2008).

    Outside academia, Professor Amupitan has contributed his expertise to national development through service on various boards and councils. These include the Nigerian Institute of Advanced Legal Studies, the Council of Legal Education (2008–2014), and Integrated Dairies Limited, Vom. He also served as a board member of Riss Oil Limited, Abuja (1996–2004).

    A prolific legal author, his notable publications include Corporate Governance: Models and Principles (2008), Documentary Evidence in Nigeria (2008), Evidence Law: Theory and Practice in Nigeria (2013), Principles of Company Law (2013), and An Introduction to the Law of Trust in Nigeria (2014).

    Professor Amupitan is married and blessed with four children.

    Hamas and Israel have signed on to the first phase of a peace deal, paving the way for the end of the Israeli war on Gaza.

    The breakthrough was announced by the US President, Mr. Donald J.Trump.

    Making the announcement around twelve midnight Nigerian time on his confirmed social media handle, @realDonaldTrump, the President of the United States (POTUS) said, “I am very proud to announce that Israel and Hamas have both signed of on the first phase of our Peace Plan.”

    He went further to state, “ This means that ALL of the Hostages will be released very soon, and Israel will withdraw their Troops to an agreed upon line as the first steps toward a Strong, Durable and Everlasting Peace.”

    Mr. Trump who had earlier promised to visit the Egyptian venue of the peace negotiation this weekend assured that “All Parties will be treated fairly!”

    “This is a GREAT day for the Arab and Muslim world, Israel,all surrounding Nations, and the United States of America.”

    Further, the President expressed his gratitude to the mediating countries, namely; Qatar, Egypt and Turkey,” who he said worked with the United States “to make this Historic and Unprecedented Event happen.”

    Mr. Ended the message with the biblical phrase, “blessed are the peacemaker.”

    The current Israel-Hamas war, now in its third year, began on October 7, 2023.

    A report by Reuters states that Palestinian health authorities say Israel’s two-year-old ground and air campaign against Hamas militants in the Gaza Strip has killed more than 67,000 people, with nearly a third of the dead under the age of 18.

    Chinese Retail Giant, Temu faces prosecution in Germany

    Germany’s competition watchdog has initiated proceedings against the Whaleco Technology Limited group, which is behind the Chinese online retail giant Temu.

    It said that conditions for traders on Temu’s platform and the company’s treatment of suppliers are to be reviewed, a statement from the Federal Cartel Office said on Wednesday.

    “We are investigating the suspicion that Temu could be imposing unauthorised conditions on the pricing of retailers on the German marketplace,” said Andreas Mundt, the authority’s president.

    “Such requirements could constitute significant restrictions of competition and ultimately also result in price increases on other sales channels,” he added.

    Temu is one of the largest online retailers in Germany.

    Several million people in the European Union shop on the platform.

    In July, the European Commission released preliminary findings of a probe into Temu, finding the company is violating EU laws by not doing enough to tackle the sale of illegal products on its platform.

    The Senate, on Wednesday, restored its full complement of 109 members with the swearing-in of Joseph Ikpea and Emmanuel Nwachukwu, representing Edo Central and Anambra South Senatorial Districts, respectively.

    Senators Ikpea of the All Progressives Congress (APC) and Nwachukwu of the All Progressives Grand Alliance (APGA) were inaugurated following the by-elections held in September to fill the vacancies created by the exit of Senator Monday Okpebholo, now Governor of Edo State, and the demise of Senator Ifeanyi Ubah in July 2024.

    The ceremony, presided over by Senate President Godswill Akpabio, saw the Clerk of the Senate, Emmanuel Odo, administer the oaths of office and allegiance to the new legislators.

    In his remarks, Akpabio described their election as a call to national service, urging them to familiarize themselves with the 1999 Constitution and the Senate Standing Orders (as amended in 2023) to effectively discharge their legislative responsibilities.

    “Today, you have been called to national duty. You are no longer senators of your political parties; you are senators of the Federal Republic of Nigeria,” Akpabio stated.

    He further assured the new senators of the support of their colleagues in settling into their legislative duties, saying, “Your colleagues who have been here will continue to assist you, so you will get used to the nuances of lawmaking.”

    Among dignitaries in attendance were former Delta State Governor James Ibori, former Edo State Deputy Governor Philip Shaibu, APGA National Chairman Sly Ezeokenwa, and several members of the House of Representatives from Edo and Anambra States.

    APC Gains Two-Third Majority as Enugu Sen Kelvin Chukwu Defects from Labour Party

    The All Progressives Congress (APC) now holds a two-third majority in the Senate, following the defection of Senator Kelvin Chukwu of the Labour Party (LP) to the APC.

    Senator Chukwu represents Enugu East Senatorial District.

    With Senator Chukwu’s defection on Wednesday, the APC’s strength in the Senate rose to 73 members.

    The latest development further reduces the number of opposition lawmakers, with the Peoples Democratic Party (PDP) now having 28 senators; Labour Party, 4; All Progressives Grand Alliance (APGA), 2; and both the New Nigeria Peoples Party (NNPP) and the Social Democratic Party (SDP) holding one seat each.

    In a letter addressed to the President of the Senate, Senator Godswill Akpabio, and read during plenary, Senator Chukwu attributed his defection to internal crises within the Labour Party at both the state and national levels.

    “I write to formally, effective immediately, resign from the Labour Party. Recent developments in the Labour Party at both the state and national levels have made it difficult for me to represent my constituents under its banner,” the letter read in part.

    The Enugu lawmaker explained that his decision followed extensive consultations with his constituents, political associates, and stakeholders across different levels in Enugu State.

    “After careful reflections, I am convinced that the APC, under the leadership of President Bola Tinubu, provides a more inclusive platform for the nation.

    I remain committed to serving the people of Enugu East and hereby join the Progressives family in the 10th Senate,” he stated.

    Senator Chukwu further noted that his move to the APC was driven by the desire to better serve his constituents and contribute more meaningfully to national development.

    “This decision reflects my commitment to aligning with a platform that works. I believe I can represent the collective interests of my people better,” he said.

    He also claimed that his defection would enable him to deliver greater dividends of democracy to his district and Nigerians at large.

    “I will meet the aspirations of the good people of Enugu East Senatorial District and Nigerians at large,” he pledged.

    NiMet Director General says move is to boost climate onformation for Nigerian Farmers

    Nigerian Meteorological Agency (NiMet), Director General. Prof. Charles Anosike, has doubled down on the agency’s commitment to leverage artificial intelligence (AI)-powered weather forecasting.

    Prof Anosike promised that this realignment in technology will strengthen climate and weather information delivery for Nigerian farmers.

    Anosike made this known during a courtesy visit by the Agricultural Innovation Mechanism for Scale (AIM for Scale) team led by Imara Salas, Director of the AIM for Scale Secretariat, and Mohammad Farrae, Scientific Director, at NiMet headquarters in Abuja.

    AIM for Scale is a consortium of global partners promoting agricultural innovation and scaling up weather services for farmers.

    The visit focused on exploring areas of collaboration to co-develop strategies for expanding weather services and mobilising investments for innovative, data-driven agricultural solutions in Nigeria.

    The AIM for Scale consortium includes leading global institutions such as the Bill & Melinda Gates Foundation, United Arab Emirates (UAE), Asian Development Bank (ADB), Inter-American Development Bank and the World Bank.

    Others are U.S. Agency for International Development (USAID), NASA, Massachusetts Institute of Technology (MIT), Community Jameel, Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) and the University of Chicago’s Human-Centered Weather Forecasts and AI for Climate (AICE) initiatives.

    The World Meteorological Organization (WMO), and the United Nations Systematic Observations Financing Facility (SOFF) are part of the consortium.

    Speaking during the visit, Salas commended NiMet for its leadership role in advancing agricultural weather services.

    She explained that AIM for Scale creates tailored innovation packages and AI-driven weather forecasts designed to deliver scalable, cost-effective solutions through partnerships with key stakeholders like NiMet.

    In his remarks, Prof. Anosike thanked AIM for Scale for including Nigeria in its first African pilot project and for inviting NiMet to the recently concluded AI weather training in Abu Dhabi.

    He assured that NiMet is well-prepared to support the initiative, citing the agency’s technical expertise and growing demand for accurate weather and climate data among smallholder farmers.

    “NiMet is committed to deepening AI-powered weather services to improve forecasting accuracy and speed of delivery.

    These innovations will enable farmers and other users to make better decisions, reduce risks, and increase productivity,” Anosike said.

    He, however, highlighted existing infrastructure gaps, including limited in-situ weather stations and inadequate radar coverage, as challenges requiring attention to fully realise the benefits of AI-powered forecasting.

    Following the discussions, Prof. Anosike led the AIM for Scale delegation on a guided tour of NiMet’s central forecasting facility, showcasing the agency’s operational capabilities and readiness for collaboration.

    Both parties agreed to develop and sign a Memorandum of Understanding (MoU) focusing on joint research and sustainable AI-driven weather service delivery for Nigeria’s agricultural sector.
