    Shettima Presides Over 145th NEC Meeting as Peter Obi berates call for a new aircraft for VP

    Nigeria Vice President, Senator Kashim Shettima on Thursday, presided over the One hundred and Forty-fifth National Economic Council (NEC) meeting at the Council Chamber of the Presidential Villa in Abuja.

    Various state governors, Ministers, and other stakeholders were in attendance at the meeting.

    Thursday’s meeting is the seventh in the year 2024 and focuses on preferring robust solutions to the current economic challenges facing the nation.

    Meanwhile, the Labour Party (LP) presidential candidate in the 2023 election, Peter Obi, has berated the Speaker of the Borno State House of Assembly, Abdulkareem Lawan, over the demand for a new aircraft for the Vice President, Kashim Shettima.

    Lawan highlighted that the Vice President’s life is endangered by the recurrent use of a “faulty” presidential aircraft for international commitments.

    This alarm was raised following Vice President Shettima’s abrupt cancellation of his scheduled appearance at the Commonwealth Summit in Samoa.

    In a statement via X, Peter Obi stated that the demand for a new aircraft for Shettima shows the Speaker is insensitive and unconcerned about the prevailing economic situation in the country.

    Peter Obi noted that issues that will benefit the masses should preoccupy leaders rather than being consumed by selfish desires for needless luxury at the expense of the people.

    Sani approves N72,000 minimum wage for Kaduna workers

    Gov. Uba Sani of Kaduna State has approved a new minimum wage of N72,000 for civil servants in the state, with effect from November.

    Chief Press Secretary to the Governor, Malam Ibraheem Musa, made the disclosure in a statement issued in Kaduna on Thursday.

    Musa said that the approval of the new minimum wage was part of the Sani-led administration’s commitment to workers’ welfare.

    He also said that the move was aimed at improving the living conditions of the low-income, the vulnerable and the underserved communities.

    Musa highlighted the governor’s longstanding commitment to advancing workers’ rights, enhancing their welfare and supporting disadvantaged groups in the state.

    In addition to the new wage policy, he said that the governor would also launch a Free Transport Scheme for civil servants, introducing 100 CNG-powered buses to provide daily transportation to and from work.

    According to him, the scheme, designed to ease financial burdens and improve productivity, will be managed by a Joint Management Committee, comprising NLC and TUC representatives and the state government.

    Musa restated the present administration’s commitment to implementing policies that would uplift the less-privileged and make the state a model for social welfare programmes, with the support of the citizens.

    Tax Reform Bill Not Against The North – Presidency Makes Clarification

    The Nigerian Presidency has clarified that the proposed tax reform bills are not designed to unfairly target the North, but rather to benefit all states in Nigeria.

    The Clarification comes after the Governors of 19 Northern States, on Monday, expressed opposition to the new derivation-based model for Value-Added Tax (VAT) distribution.

    Reacting, Bayo Onanuga, Tinubu’s Special Adviser on Information and Strategy, said the tax reform aims to streamline Nigeria’s tax administration processes, enhance efficiency, and eliminate redundancies.

    He said, “While we commend the Governors and traditional rulers for supporting President Bola Tinubu over the success recorded in addressing the country’s security challenges, we consider it necessary to address the misunderstandings and misgivings around the tax reform already embarked upon by the administration.

    “President Tinubu and the Federal Executive Council recently endorsed new policy initiatives aimed at streamlining Nigeria’s tax administration processes, enhancing efficiency and eliminating redundancies across the nation’s tax operations.

    “These reforms emerged after an extensive review of existing tax laws. The National Assembly is considering four executive bills designed to transform and modernise Nigeria’s tax landscape.

    “First is the Nigeria Tax Bill, which aims to eliminate unintended multiple taxation and make Nigeria’s economy more competitive by simplifying tax obligations for businesses and individuals nationwide.

    “Second, the Nigeria Tax Administration Bill (NTAB) proposes new rules governing the administration of all taxes in the country. Its objective is to harmonise tax administrative processes across federal, state and local jurisdictions for ease of compliance for taxpayers in all parts of the country.

    “Third, the Nigeria Revenue Service (Establishment) Bill seeks to rename the Federal Inland Revenue Service (FIRS) as the Nigeria Revenue Service (NRS) to better reflect the mandate of the Service as the revenue agency for the entire federation, not just the Federal Government.

    “Fourth, the Joint Revenue Board Establishment Bill proposes the creation of a Joint Revenue Board to replace the Joint Tax Board, covering federal and all states’ tax authorities.

    “The fourth bill also suggests establishing the Office of Tax Ombudsman under the Joint Revenue Board, which would serve as a complaint resolution body for taxpayers.

    “It is instructive to note that these proposed laws will not increase the number of taxes currently in operation. Instead, they are designed to optimise and simplify existing tax frameworks.

    “The tax rates or percentages will remain the same under these reforms, as they focus on ensuring a more equitable distribution of tax obligations without adding to the burden on Nigerians.

    “The reforms will not lead to job losses. On the contrary, they are structured to stimulate new avenues for job creation by supporting a dynamic, growth-oriented economy.

    “Importantly, these laws will not absorb or eliminate the duties of any existing department, agency, or ministry. Instead, they aim to harmonise revenue collection and administration across the federation to ensure efficiency and cooperation.

    “At the moment, tax administration lacks coordination among federal, state, and local tax authorities, often resulting in overlapping responsibilities, confusion, and inefficiency. Without reform, this inefficiency will persist.

    “The proposed laws aim to coordinate efforts between different tiers of government, resulting in better tax resource management and greater clarity for taxpayers.

    “Under existing laws, taxes like Company Income Tax (CIT), Personal Income Tax (PIT), Capital Gains Tax (CGT), Petroleum Profits Tax (PPT), Tertiary Education Tax (TET), Value-Added Tax (VAT), and other taxing provisions in numerous laws are administered separately, with individual legislative frameworks.

    “The proposed reforms seek to consolidate these multiple taxes, integrating CIT, PIT, CGT, VAT, PPT, and excise duties into a unified structure to reduce administrative fragmentation.

    “On the proposed derivation-based VAT distribution model, which the Northern Governors oppose, it must be stressed that the new proposal, as enunciated in the Bill, is designed to create a fairer system.

    “The current model for distributing VAT is based on where the tax is remitted rather than where goods and services are supplied or consumed. The ongoing tax reform seeks to correct the inherent inequity in the current derivation model as a basis for distributing VAT revenue.

    “The new proposal before the National Assembly outlines a different form of derivation which considers the place of supply or consumption for relevant goods and services. This means that states in the Northern region that produce the food we eat should not lose out just because their products are VAT-exempt or consumed in other states.

    “These reforms are critical to improving the lives of Nigerians and were not put forward by President Tinubu to undermine any part of the country. There is no better time than now for the National Assembly to give due consideration to these bills that will overhaul our tax systems and create the revenue all the tiers of government require to fund the development our country and people urgently need.”

    Carrying arms will solve the nation’s security problem – Ned Nwoko

    The lawmaker representing Delta North Senatorial District, Senator Ned Nwoko, has defended his proposed bill allowing Nigerians to bear arms for self-defence stating that it could serve as a deterrent against criminal activities, particularly kidnappings.

    When asked if Nigerians carrying arms will solve the nation’s security problem, Nwoko, in an interview with Channels TV on Wednesday, said, “Oh, it will. It will.”

    Nwoko then shared a personal story of loss, recounting how his Senior Legislative Aide (SLA) was killed in a kidnapping incident last November.

    “The estate was attacked by kidnappers going from house to house. When they got to their door, my SLA told his wife to hide with the children. He opened the door to talk to them, and he was taken away. We never saw him alive again,” he said.

    Reflecting on the tragedy, Nwoko argued that armed citizens could discourage criminals from operating so freely.

    “If he had a gun, or if others in the community had guns, would the kidnappers have had the audacity to go door to door? That wouldn’t happen,” he said.

    However, Nwoko clarified that his proposal includes strict regulations.

    “For you to have the license to have a gun, you must go through a training school, a shooting school, which is a training school. You must get confirmation from two doctors that you have a sound mind.

    “You must get reports from the DSS and from the police. You must also be confirmed by your local traditional ruler that you are who you are,” he said, adding that only qualified individuals would be allowed to carry arms under his plan.

    EFCC Vs Yahaya Bello: Court adjourns to January 21 for ruling or arraignment

    A Federal High Court in Abuja has adjourned hearing in the money laundering case brought against the immediate-past Governor of Kogi State, Yahaya Bello, by the Economic and Financial Crimes Commission, to January 21, 2025.

    At the resumed hearing on Wednesday, Counsel to the Economic and Financial Crimes Commission, Kemi Pinheiro, SAN, told Justuce Emeka Nwite that he had two witnesses already in court.

    He said his first application was to formally apply that the court should enter a plea of not guilty on behalf of the defendant, even in his absence.

    “My first application is to formally enter a plea of not guilty to the defendant, even in his absence. The second point is, not withstanding his physical absence, it is in full compliance with Section 276 of ACJA.

    Flowing from that entry my lord, it is a humble request that we call the first witness,” he stated.

    Pinheiro, in defending his application to enter a plea of not guilty for the defendant, said “the right to plead guilty or not guilty is a right that can be waved by the defendant.

    “My lord should hold that the defendant has waved that right.

    “What prejudice will the defendant suffer if my lord enters a plea of guilty or not guilty in his absence?

    Even if he was in court and pleaded not guilty, the situation will still be the same. The entry of plea of not guilty by your lordship is an invitation to the prosecution to come and prove the veracity of the allegations,” he added.

    Michael Adoyi, who appeared for the defendant, however kicked against this, saying that the Prosecution’s application was made contrary to a subsisting order of the judge.

    “Our first point of response to the application made by the learned senior counsel to the complainant is that the application is made contrary to the subsisting order of this honourable court, even made this morning – that no application can be entertained by this court in the absence of the arraignment of the defendant.

    “The prosecution has stated severally that the court cannot demonstrate helplessness. The court cannot demonstrate any helplessness in any proceeding and if at all helplessness exists in this proceeding, that helplessness is demonstrated by the prosecution,” he said.

    Adoyi argued that the court, in a criminal trial, is immune and distinct from the prosecution.

    Citing Supreme Court verdicts on similar matters, he said, “The application made by learned senior counsel for the complainant this morning is a dangerous invitation to this honourable court to aide the prosecution in the performance of its duty of presenting the defendant before the court for arraignment and subsequent trial.”

    He argued that civil proceeding was different from criminal proceeding.The Defendant’s Counsel noted that the prosecution’s application could not be anchored on any of the provisions of the ACJA, 2015 that he had cited, as “those provisions do not excuse the need for physical presence of the defendant.”

    “In view of this, we urge my lord to refuse the application made by the senior counsel to the complainant,” he said.

    The Prosecution Counsel, however, told the court to dismiss Adoyi’s arguments and go ahead with his ruling on entering a plea of not guilty for the Defendant.

    Justice Nwite, however, said it might not be possible to deliver the ruling this year.

    “It may not be possible to deliver this ruling this year. You know I am just coming as vacation judge. So what are we agreeing on now learned silk?” he asked.

    Pinheiro said the matter would be for ruling and/or arraignment of the defendant.

    The Judge thereafter adjourned to 21st January, 2025 for ruling on the application by the EFCC and/or arraignment.

    Recall that, at the last hearing on September 25, the Counsel to the defendant, A.M. Adoyi, had told the court that the issue of arraignment of the defendant was the subject matter of an appeal entered by the defendant at the Supreme Court with the Appeal Number: “SC/CR/847/2024 and SC/CR/848/2024”.

    He said the most appropriate thing to do was to await the decision of the Supreme Court in the aforesaid appeal before taking any step for arraignment so as not to pull the rug off the feet of the Supreme Court.

    Senate Begins Screening Of Seven Ministerial Nominees

    The Senate has begun the screening of seven ministerial nominees named last Wednesday by President Bola Tinubu.

    The screening exercised was held at the red chamber on Wednesday after it was postponed on Tuesday.

    The upper legislative house began with Nentawe Yilwatda, the nominee appointed to replace Betta Edu as the Minister of Humanitarian Affairs and Poverty Reduction.

    The Senate suspended its rule to admit the ministerial nominees.

    Other appointees for screening are Bianca Odumegu-Ojukwu nominated as the Minister of State Foreign Affairs, Maigari Dingyadi nominated as the Minister of Labour and Employment, Jumoke Oduwole nominated as the Minister of Industry.

    Idi Maiha as Minister for the newly created Livestock Development Ministry, Yusuf Ata as the Minister of State, Housing and Urban Development, with Suwaiba Ahmad as Minister of State Education.

    Last Wednesday, President Bola Tinubu sacked five ministers, re-assigned 10 ministers to new ministerial portfolios and appointed seven new ministers for Senate confirmation.

    President Bola Tinubu yesterday, received a phone call from the US President, Mr. Joe Biden.

    The call took place at about 4pm, Nigerian time and lasted for about 30 minutes.

    This was disclosed by the Minister of Foreign Affairs, Ambassador Yusuf Tuggar, while briefing state House Correspondents about the development.

    The discussion centered about the recent release of the Head of Finance Crime compliance at Binance, Tigran Gambaryan.

    Tuggar said, “The call was about the collaboration between the two countries with regards to law enforcement and law enforcement agencies as well as the release of one of the suspects of the crypto currency exchange company that you are all aware of.

    “Mr President also thanked the US for the partnership and collaboration in numerous areas with regards to security in Africa and West Africa as as whole. President Biden assured President Tinubu that this is a partnership because the future of the world reside in Africa and as such, the partnership is important.

    “The leaders also discussed the issue of permanent seat in the United Nations security Council and Biden assured the the united States is committed to seeing Africa having a permanent seat and does not see why one of those seats should belong to Nigeria.”

    19 Northern Governors Meet With CDS Musa Over Insecurity

    The Governors of the 19 Northern States and traditional rulers from the region, convened on Monday at the Sir Kashim Ibrahim Government House in Kaduna to deliberate on pressing issues affecting Northern Nigeria.

    The Northern States Governors’ Forum, led by its Chairman, Governor Inuwa Yahaya of Gombe State, and hosted by Governor Uba Sani of Kaduna, organized this strategic meeting to address the critical challenges of insecurity, poverty, and the high number of out-of-school children among other socio-economic concerns.

    The meeting saw the participation of governors from Kaduna, Gombe, Zamfara, Nasarawa, Borno, Bauchi, Kwara, and Adamawa states, with deputy governors representing other states.

    High-profile traditional leaders such as the Sultan of Sokoto, Abubakar Saad; Shehu of Borno, Umar El-Kanemi; Emir of Zazzau, Nuhu Bamali; and the Ohinoyi of Ebira land, among others, also attended.

    The Chief of Defence Staff, General Christopher Musa, briefed the attendees on the military’s current strategies and successes in combating banditry, terrorism, and other security threats plaguing the region.

    The traditional rulers provided insights into the socio-cultural dimensions of these challenges, emphasizing the role of community leadership in fostering peace and stability.

    Governors Yahaya and Sani, in their opening remarks, stressed the urgency of joint action to mitigate the adverse effects of insecurity on the economic vitality of the region.

    Senator Shehu Sani has called on the Nigerian government to demand a full investigation from the U.S. authorities following an incident involving Vice President Kashim Shettima’s aircraft at John F. Kennedy (JFK) Airport in New York.

    According to a statement from presidential media aide Bayo Onanuga, the vice president’s plane was struck by a “foreign object” that damaged the cockpit window, forcing the cancellation of Shettima’s planned trip to the 2024 Commonwealth Heads of Government Summit in Samoa.

    Writing on social media, Sani stressed the need for transparency and accountability from the U.S., given JFK Airport’s status as a high-security aviation hub.

    He noted that such an event was unprecedented and highlighted the importance of investigating the circumstances thoroughly.

    Senator Sani also expressed gratitude for the safety of Shettima and all those on board.

    His words: “The incident at JFK Airport in New York, where a “foreign object” was reported to have hit and damaged the cockpit window of the VP Shettima’s plane, must be treated seriously.

    “Nigeria must demand a thorough investigation and explanation from the US. Such an incident in one of the most tightly secured aviation spots in the world is unprecedented.

    “We thank the Almighty for the life of the VP and other crew and staff.”

    LG Financial Autonomy: Abia Assembly Denies Target Bill

    The Abia State House of Assembly has clarified that it has not approved any legislation that would centralize local government funding or undermine their financial autonomy. 

    The Deputy Speaker, Rt. Hon Austin Okezie, firmly rejected claims of a bill aimed at creating a Central Management Agency for local government funds, branding such reports as false.

    Okezie explained that the House’s recent discussions focused on the “Abia State Rural Access Road Agency” (ASRARA) bill, which aims to establish a body for managing rural road projects in partnership with the World Bank under the Rural Access and Mobility Project (RAMP). 

    He pointed out that this initiative has already been adopted by 19 states, including Ebonyi and Sokoto, and is designed to improve rural infrastructure.

    The Deputy Speaker emphasized the importance of local governments in this project, stating that the ASRARA bill is essential for accessing necessary funding for rural roads, as these roads primarily fall under the jurisdiction of local authorities.

     He dismissed rumours of a walkout by members of the Peoples Democratic Party (PDP) during the deliberation, clarifying that the absence of some members was due to personal matters unrelated to the bill’s discussions.

    Okezie urged the public to refrain from spreading misinformation, noting that social media has been rife with unfounded claims about the Assembly’s stance on local government autonomy.

     He reassured the citizens of Abia that the Assembly’s initiatives are designed to benefit the state’s residents, urging them to recognize the positive impact of such legislative efforts.
